Study On Construction Of Tianjin Local Environmental Standard System

As an effective means of improving environmental quality, environmental standard is an important way to implement pollution reduction. Environmental standard system is based on the characteristics,features and functions of environmental standards, as well as their intrinsic links, so as to systematically constitute an organic whole.Through investigation and analysis, this thesis aims to establish and systematise an environmental standard system which is appropriate to local environment of Tianjin.Based on the data of investigation, research has been conducted applying both systematical data analysis method and CGE model information. First, comprehensive research was carried on in environmental standards, environmental standard system, environmental quality standards and pollutant discharge standards. According to the current pollution situation of Tianjin, industrial pollution source was set as research target, typical polluting industries were selected out through pollution contribution analysis for each industry. From the perspective of main pollution factors, new research was made to clearly define the typical polluting industry. Concept of product environment standard was introduced into the system.After that, Tianjin local environmental standard system was established initially. Combing the General Equilibrium Theory and related CGE model, economic benefit of the local standard system has been analyzed. This illustrated the rationality and inevitability of Tianjin local standard system further. Innovations and conclusions of this thesis are as following:(1) In the theoretical study, Tianjin local environmental standard system was established combining with investigation data and complying with the establishing principle.(2) Concept of product environment standard was introduced into the system. Environmental standard was established in terms of product, its life cycle was traced to minimize its harm to the environment. This enriches Tianjin local environmental standard system.(3) Research the established system applying CGE model and economic benefit on related industries in Tianjin can be achieved. The research results showed that, the establishment of the system can increase environment investment and lower growth rate of gross output in short time. In the long term, it can not only reduce pollution discharge amount, help with emission reduction task, but also promote the development of environmental friendly industries and technologies. These fully indicated both theoretical and practical significance of Tianjin local environmental standard system.
