With Chinese economy's sustained and rapid development, the demand for energy is increasing quickly. The coal resources are the important strategic resources for our economy and social development. The coal mine enterprises' safety production is Chinese energy strategy security pledges. How effectively systematic and comprehensive to evaluate the coal mine safety situation is the importance of means to improve coal mine safety problems.Based on the current situation that the coal mine enterprises in China is difficult to handle coal mine hazard problems timely and effectively, the paper establishes and improves mine safety evaluation model, and designs mine safety evaluation system fully used the modern computer networks means. The main research works are as follows:First, the paper determines the artificial neural network evaluation method through studying the safety evaluation's current status and the applications of some safety evaluation methods.Second, the paper determines the safety evaluation indexes through studying the coal mine accident hidden dangers included human behavior's hidden dangers, equipment hidden dangers, environmental hidden dangers and manage hidden dangers, and improves some index values.Third, the paper designs the evaluation model based on wavelet neural network, and optimizes the wavelet neural network initialization parameters.Fourth, the mine safety evaluation system is designed by ASP.NET and SQL Sever database based on B/S structure. The paper gives the system's overall architecture and detailed designs of the database, emphatically introduces the data acquisition module and the wavelet neural network module's design, and gives the evaluation results.The safety evaluation system replaces the traditional hand-style method, can improve the efficiency of coal mine safety evaluation, and makes it more accurate and comprehensive. This system is useful to prevent the potential accidents of coal mining enterprises.
