Research On The Legal Issues Of Packaging Waste Disposal

The rapid development of packaging industry has brought too much packaging waste. Too much packaging waste, which itself possesses a high recovery value, existing in municipal solid waste, is a waste of packaging resources and has brought severe pressure on government management and the ecological environment because of the lack of sophisticated recycling system. Currently there are some basic principals in the management of packaging waste, which contains "avoiding the production of waste", "recycling" and "ultimate disposal", to achieve reduction of waste, resources conservation and sustainable development of resource, environment and economy. There are lots of drawbacks in the management of packaging waste for the limitations of technological level and defections of laws and regulations, Therefore the improvement of the technology and the legal system of packaging waste will play a key role in building a resource-saving and environment-friendly society.This paper presents the related problems about packaging waste in details, which contains the basic concept, disposal and harm of packaging waste. Based on the reference and comparison of foreign packaging waste disposal, some reasonable suggestions are easily put forward, such as corporate responsibility, green packaging, government surveillance, consuming habits and ideas, laws and regulations on recycle economy and over-packaging, to achieve maximum use of packaging waste resources and protect the environment.
