Exploration To Urban Master Planning Environmental Impact Assessment

In 2003, it was pointed out in Law of the People's Republic of China on Evaluation of Environmental Effects that planned projects need to carry out planning environmental impact assessment (PEIA), but this requirement is not compulsory. With the formal introduction of Regulations of Planning Environmental Impact Assessment, it was settled in the provisions that the related planning of land utilization as well as construction, exploration and utilization planning and special planning on regions, sea areas and basins should have environmental impact assessment. The regulations compromise the basic contents of PEIA, without specific illustrations of the concrete procedures and methods of PEIA. Although, PEIA has been carried out for six years in China, its related legal system, theory system and system of technology and method need to be completed and enhanced in various aspects.Based on the theories of planning environmental impact assessment home and abroad, the paper summarizes development tendency and theoretical achievements of PEIA, so as to differentiate Planning EIA and Project EIA. For example, Planning EIA is super ordinate to environmental assessment system, while Project EIA is subordinate to environmental assessment. Then, attached to Urban Master Plan Technical Guidelines of Environmental Impact Assessment (Exposure Draft), this paper proposes procedures, evaluation method system and evaluation index system of environmental impact assessment for urban master planning and further explain the selection principle of related methods and index, then points out some points that should be taken into consideration during environmental impact assessment for urban master planning, such as nature and scale of the city, layout and sectorization of the city, transportation system as well as major infrastructure and so on. At last, this paper conducts master planning environmental impact assessment for Changchun so as to find out unreasonable aspects in its planning and put forward suggestions accordingly.Based on Changchun master planning, this paper probes into environmental impact assessment urban master planning, aiming to provide guidance and reference for cities with similar scale to carry out planning environmental impact assessment.
