Environmental requirements of the government to enterprise towards increasing domestic, kinds of environmental laws and regulations has promulgated, foreign trade increase barriers of the green, customers tend to buy green products. Therefore, the enterprises need to strengthen environmental protection when to pursuit the economic profits. Economic globalization has brought to the enterprise competition, reduce costs and improve product quality is an effective way to enhance competitiveness. Accurate and comprehensive calculation of the costing of the product can provide the basis for enterprises to reduce costs. The product design and development costs increased rapidly, and even far more than production costs. The traditional concept has been unable to meet the modern cost computing requirements. Quality is the key to make the enterprise winning in the market competition, and the method to improve the quality of products is to select the best production program. It is an urgent problem to the enterprise to reduce production costs while reducing environmental pollution and improve product quality.This paper is focused on chemical products, set assessments for life cycle (resource gathering, production, use and disposal) of chemical products which integrate environmental, cost and quality. Based on the assessments of three attributes, we use multi-attribute decision making to optimized chemical processes which environment friendly, cost low and excellent quality. Life cycle assessment is an evaluation of product, process or activity in their life cycle environmental impact of the process. Through years of development, life cycle assessment has become an internationally recognized environmental management methods and standards. As just need to get the product life cycle environmental evaluation index, we use a simplified method of LCA, include three steps of LCA. LCC can be divided into four stages to calculate: raw materials preparation stage, the production phase, use phase, waste stage. QFD is through a survey of customer need to get the overall quality performance of the production process. This paper only needs the product quality evaluation, so we use the simplified QFD method, which consists of the following three aspects (1) Customer satisfaction survey and its importance. (2) Product design. (3) Relationship matrix (design requirements of the customer). The main improvement is using the customer satisfaction index as the design and product quality attributes. Life cycle assessment, life cycle cost analysis, quality function deployment and the theory of multi-attribute decision making methods are introduced, and a theoretical framework for chemical process multi-attribute optimization is foundation which can as a strong basis for decision makers. The environmental impact of chemical industry are systemically analyzed and studied which include eight types: resource depletion potential, green warm potential, ozone depletion potential, photochemical oxide creation potential, acidification effects, human toxicity, ecological toxicity, eutrophication potential. Chemical industry environmental index system is established. Using AHP to analyze the weight of eight types environment impact, getting priority of environmental attributes. For more comprehensive calculation of product costs and improve accuracy of cost data available, life-cycle cost method is used. Quality function deployment theory is used quality assessment quantitative. The customer satisfaction with the product transform into the merits of the program process indicators to get the program quality attributes indicators. The multi-attribute decision making method is used to integrate three attribute for program optimization. The pro-posed methodology is applied to evaluate and select urea production process. Different selected scenarios are assessed from environment, cost and quality attribute. According to the result, we can make a reasonable decision.
