With the further development on "Energy conservation and emission reduction"in China, the stable operation situation of the wastewater treatment plants and energy saving caught people's attention. At present, activated sludge wastewater treatment was widely applicated in domestic sewage processing, the main energy saving measures including input water flow,oxygen transport system,circle flow of the optimization of the flow control and so on, and the control of the oxygen is the best key and effective method among them.According to the problem that the operation costs are excessive by active sludge processing in the Kunming Second Wastewater Treatment Plant, the subject mean to transform the surface aeration process into blast aeration process. With the basis of optimization control about active sludge which was proposed by the author by introducing modern theory of control and system analysis into the field of activated sludge wastewater treatment, take the soluble oxygen(DO) and discharge quantity of sludge(Qw) as controlled variable, and the concentration of BOD&sludge as state variable, with total expense of residual sludge®urgitant sludge&oxygen supplies(energy consumption) as quality index and the output water quality, so as to make the most optimal controllable mathematical model.Adopting the method of grades, the computer program of TurboC6.0Language was programmed. After calculation, the results showed that operation cost was the lowest when DO was about1.8mg/L and Qw was approximate1560m3/d(average pool was approximate390m3/d) with the precondition that the output water quality was the same.The subject aims to study of the urban sewage treatment plants in high efficiency, energy saving, intelligent and reliable operation through the local sewage treatment plant in Kunming. After the completion of the subject, the energy consumption level will be reduced greatly in sewage treatment plant related to the subject, the technical level of sewage treatment industry will be improved, and it will give demonstration to relief serious energy crisis of China. Meanwhile, the implementation of the subject and the promotion will bring significantly economic, social and environmental benefits to the sewage treatment and related industry in both Kunming city and Yunnan province even though the entire China.
