Study On Rural Migrant Workers' Medical Security System

It has been more than thirty years since the reform and open policy was implemented. During these years, China's economy has achieved rapid development, the urbanization process also has speeded up. Large number of farmers rush into cities, become the main force of urbanization and emerge a new group that called "rurual migrant workers". Rural migrant workers' special identity and social status enable them to drift away the edge of the city. Rural migrant workers creat huge public wealth for the society, but their survival and development in cities face many difficulties because they are removed from social security system. How to solve the problem of rural migrant workers' medical security system influences our country's stability, economic development and society's unity. To establish and perfect rural migrant workers' medical security system can protect rural migrant workers' socical security right, reduce their economic pressures and help them recover from illness and realize reproduction of labor power.The medical security is a part of social security system. Its definition is that a country provides expense and service for its members when they get illness and need to restore health. With the establishment of the socialist market economy, medical security system needs major reform. The construciton of rural migrant workers' medical securtiy system plays an important role in entire people's medical security system.This article will study on rural migrant workers' medical security system of our country and try to analyze some existing models of our country and learn advanced experience from foreign countries in order to supply some suggestions for rural migrant workers'medical security system's perfection.This article includes four chapters. The first chapter introduces some basic information of rural migrant workers' medical security system. Firstly, it is about the basic definition and classification of rural migrant workers; secondly, it introduces theoretical principles of rural migrant workers' medical security system, including right to subsistence, right of equality and right of social security; finally, it describes the necessity of improving rural migrant workers' medical security system, because it can promote the building of social security system, the resolution of the issue of agriculture, rural areas and peasants, the construction of Social Harmonious Society.The second chapter is divided into two parts. The first part of this chapter introduces the current medical security system of China, including the basic medical insurance for urban employees, the basic medical insurance for urban residents, the new rural cooperative medical system and the urban and rural medical assistance system. Then, it points out the situation of rural migrant workers'medical security system in our country. The second part of this chapter is mainly about the existing models of typical cities'rural migrant workers'medical security system such as Shanghai's comprehensive insurance, Shenzheng's mixed medical insurance, Zhenjiang's classified medical insurance, Xiamen's medical insurance of combining socially pooled funds with personal contributions, Beijing's medical insurance of comprehensive arragement for serious disease.In the third chapter, it introduces medical security system in America, Germany and Japan. Then it gets five revelations:to make the level of medical security system adapt with the level of economic development and national condition; to perfect rural migrant workers' medical assistance system; to develop social forces to build medical security system; to deepen the reform of public hospitals and speed up the construciton of private hospitals; to strengthen the cooperation among government, company and individual.In the last chapter of this article, it proposes six related measures of improving rural migrant workers' medical security system.
