Network Communication Technology has led to the profound changes of our hospital management and medical clinics. As the rapid development and reform of China's medical profession, hospital informationization is not only enable health's workers quickly and easily access the patients'medical and image information, but can also solve the problems of the non-human error caused by repeated transcription, our health care resources waste and arbitrary collection of medical fees and so on.Hospital informationization is the inevitable trends of China's medical industry. According to the current demands of New Building in Ningxia Hui Autonomous Regional People's Hospital which is hereinafter referred to as New Hospital, problems in the construction and solving means in building processing of the hospital informationization, this paper will study the following three parts around hospital informationization and security of electronic medical records:1. A complete hospital information system includes a number of subsystems. In order to get a complete hospital information system, it is necessary to make the overall planning and design for HIS. The article starts from the Network System, infrastructure and application facilities to analyze. According to the specific needs of the New Hospital, we have designed the overall architecture of the Network System, infrastructure and application facilities in the New Hospital. It has laid a solid foundation for the New Hospital's informationization.2. The PACS/RIS is the main tools to achieve acquisition, transmission, storage and viewing of the medical image. It is also the key component of hospital informationization. First, the PACS/RIS transmission process is analyzed. And the overall architecture of PACS/RIS has been designed. After detailing analysis and discussion of main issues in PACS/RIS, it established transmission communication model of DICOM3.0 standard with JPEG2000 Compression Algorithm. At last, according to the specific condition of the New Hospital, we estimated the storage capacity of PACS/RIS and designed the ways of the storage.3. The electronic medical record (EMR) is recognized as the core of hospital informational construction. Its security can not be ignored. So we analyzed the techniques using to protect the security of EMRs. It was found that the message digest is the fundamental of its security. The message digest which is obtained by SHA256 Algorithm is safer. To analyze its time complexity and security, it solves the question of the too long time complexity to use the algorithm combined with SHA1 and SHA256. It is important for encryption and decryption to choose the prime numbers. So we determine the large prime numbers by Miller-Rabin Algorithm. It is the basis of the further research.
