Public institution is a very important type of China's social organizations element. The number of them is very huge, and the organization is also very complex. In the market economy mechanism, the existing institutions operating mode and pay system get to be non-adaptive clearly. Directed towards the problems for public institutions, China launched a series of institutional and structural reforms, especially in the beginning of 2006. The wages with performance pay system on behalf of institutions is critical to the reform, and achieved certain results.2009 formally follow the 3 step plan to carry out the relevant income distribution system reform, which was planned to follow the 3 step plan, has been formally carried out since 2009. Shenzhen as China's major cities in the SAR, the pay for performance reform of public institutions is also in the nation's forefront.This paper begins with the background of reform of our institutions. It combines with the progress of reform and performance pay allocation scheme of relevant institutions in Shenzhen City. In the sort of performance-related pay based on the concepts and theories to carry out a Shenzhen-based unit of health reform, merit pay evaluation and program research. Try to enrich and develop the theory with Chinese characteristics, motivation theory and institutions, especially for our public health system similar to the case of units of the selected pay distribution theory, in practice the relevant institutions, especially those with certain government functions institutions pay system reform to provide practical information.
