Shandong Province, The New Rural Cooperative Medical Policy Effect Studies

CPC Central Committee has raised the new rural cooperative medical policy which rural residents covered by it by2010. After that, every provincial city has set up working establishing the new rural cooperative medical policy which on the basis of comprehensive arrangement for serious disease. On the whole, the medical burden of peasants who take part in the policy has been lighten and the ratio of visiting hospital after years practiced. The new rural cooperative medical policy has reduced the situation that the peasants back into poverty because of the diseases. However, the policy's problem and a series of issues already has been exposed.17th CPC National Congress set goal that medical and health service for ordinary people to a well-off society, establish a social security system covere population. We have to establish and perfect the rural area medical and health system.As agricultural province, Shan dong province is representative to us to analysis. According to analysis of public policy, we research in the formation and implementation of the new rural cooperative medical policy, evolved the effect of improve the peasants' ability of the combat the illness. Then we find the problems of policy and report countermeasures. I hope that we can take examples from this research and draw on the experiences of it, and be serviceable to policy's further development acorrding to this research.
