Being a leading mining industry in China's national economy, coal production covers the nation's21provinces, and embraces tens of millions of employees. Coal mine production management has been playing a significant role in protecting economic development and social harmony. The concept of safety and health management was proposed as "safety first, prevention prioritized" in the early1990s, but except for afterwards-rescue-and-compensation practices, the concept has not been implemented fully for numerous factors in terms of national institution, productivity and morality. A major practical and implemental problem has been just lying in the ignorance or deficient regard on occupational safety and health management (OSHM).The continuous advance of social production requires the development and necessary adjustment of the managerial manner and systematic analysis of OSHM, in order to protect the life and health of miners while decrease accidents occurrence, from which the author believes, that the research and establishment of China's OSHM matters about and contributes to the transformation from passive after-response to active pre-control in OSHM domain.Starting from the nation's safety management concept, through the literature review on the development regularity and system theories of safety management, the paper analyzes the current status and developing process of China's safety management, as well as the inspiration from prominent international practices and experiences, to coal Haerwusu as a case to establish and improve coal mine occupational health management system to be the practical application, then brings forward means against the typical occupational health problems in economy-expanded modern days.Centered on the theories of systematic management and PDCA, the paper explores the functioning mechanism of occupational health and safety management system (OSHMS), analyzes the necessity of China's bringing in OSHMS, and predicts its future working effect on building up China-new-era-accommodating OSHM mode. On the basis of new OSHMS'introduction and practice, the traditional passive managerial mode in China's is hoped to be bettered, and safety accidents prevented at the very headstream with OSHMS'continuing and circular improvement.
