Current college English is an instructional system of language knowledge, skills, communication and learning strategies under the guidance of constructivism with the application of various teaching models and methods. The aim of English instruction is to cultivate students'comprehensive abilities, especially listening and speaking abilities. There are three levels in College English Curriculum Requirements (2007)– basic, intermediate, and higher requirements; Computer- and classroom-based college English listening instruction mainly depends on self-access learning accompanied by in-class guidance; English teaching and learning are learner-centered, individualized and graded.The development of college English listening materials presents the development of instructional ideas, methods, models and technological application. This thesis is the research of college English listening materials designed in the computer- and classroom-based model. The research variables are"development"and"practicality". The significance of listening and the development of listening materials designed according to different syllabuses and approaches are analyzed with documentary contrastive methodology. The creativity and distinguishing features of present listening materials are explored through the contrastive analyses of advantages and disadvantages of materials of different times. The practicality of listening materials is observed through their authenticity, operability, feasibility and difficulty. It is obvious that advanced information technology is a guarantee for the development of computer- and web-based materials. According to the shortcomings of current listening materials and their development trends, the direction of future materials is to be pointed.
