The curriculum reform in elementary education is a creative campaign aimed at improving the general quality of the talents in China and their competiveness in the world. As an indispensible part of the reform, music curriculum reform, with its advanced education concepts and suggestions of flexible teaching approaches, has greatly fostered the development of music education in elementary and secondary schools. However, it also claims for more music teachers of higher quality. The urgent demand of music teachers caused by music curriculum reform in basic education has made us reflect on the former training modes of music teachers at teachers'colleges. For a long time, under the shadow of music academies, those colleges have been only emphasizing on training music talents to grasp certain professional skill. So these talents couldn't fit for music education in elementary and secondary schools, because except the professional skill, they don't know much about music teaching theories and have no teaching experience. The weakness in the teachers'abilities and quality stands out sharper against the background of curriculum reform. Therefore music education reform at teachers'colleges is both inevitable and necessary.In the course of fully advancing music curriculum reform across China, problems, which have left the elementary and secondary schools in rural areas far behind those in urban areas, have been found, such as their extreme lack of musical instruments, severe shortage of music teachers and the overall poor quality of the music teaching staff. As a result, it is an impossible task for elementary and secondary schools in rural areas to come up to the standards set for music curriculum reform in a short time. So it is urgent to reinforce music education in rural areas in the long run.The mission of local teachers'colleges is to train music teachers for elementary and secondary schools. Their teachers training modes and speed are closely related to the existence and development of their music education and decide whether the music curriculum reform in rural areas can go smoothly. Therefore how to take the opportunity to provide highly qualified music teachers for rural elementary and secondary schools by reforming their training modes has become a big concern for the music educators in local teachers'colleges.The essay examines the new standards set for a qualified music teacher who is to work in elementary and secondary schools and analyses the current situation of the music education at teachers'colleges while music curriculum reform is under the way. Its aims are to find out the problems with the training modes of music teachers at teachers'colleges by comparing the study on the demand for the music teachers in rural elementary and secondary schools, and explore the right training modes for teachers'collages in accordance with music curriculum reform.The essay consists of the following three parts:PartⅠis a brief introduction of the background and content of music curriculum reform and its requirement for a music teacher's quality.PartⅡis an analysis of the current situation of basic music education in rural areas and the problems with the training modes of music teachers at teachers'colleges by studying the case of Hebei Normal University for Nationalities located in Chengde.PartⅢput forward some new concepts for training music teachers at teachers'colleges. These concepts suggest that the teachers'college should construct a new music curriculum system, renew their training programs and redesign training modes to cultivate the trainees'abilities', at the same time, provide the probation period and teaching-experiencing period when their trainees are at college and come up with a perfect evaluation system for their graduates to improve their quality. They even involves with some exact measures to speed up the construction of music teaching staffs.
