The Civil servant is undoubtedly a group that envied by many people.According to the results from a survey,32%of the surveyed said that "if I had the chance, I will try my best to be a civil servant". China Human Resources Development Network (www.Chinahrd.net) combined with many well-known domestic media have done a survey about Chinese job burnout index, however, which turns out that the highest work burnout ratio appeared in the government officers and institution staff members, reaching up to54%. Staff members at basic levels, who are the main power to build harmonious society, have a more direct relationship with the masses.Their working attitudes have a direct influence on the achievements of building harmonious society. This article is to analysis the working state of civil servants at the most grassroots level of villages and towns.Based on the survey done in yongzhou, Hunan Province, this article analyzed job burnout phenomenon, the corresponding coping styles and their sense of happiness of Civil servants at the most grassroots level of villages and towns and. Making use of questionnaires to acquire the information. Abided by "cause-medium-response", integrates all the aspects of job burnout, coping strategies and subjective sense of well-being and constitute a relation model of the three aspects. This thesis aims at analyzing and checking the feasibility of the questionnaire; probing the conditions of job burnout phenomenon and the influence of larithmics; analyzing the relation among job burnout, corresponding coping styles and civil servants'sense of happiness.This research has reached the following conclusion:1. the Cronbach's coefficient for the revised questionnaire job burnout is0.7893, and after the statistical analysis, the revised questionnaire of job burnout has perfect validity;2. Civil servants at the most grassroots level of villages and towns in Hunan under medium job burnout. The degree of job burnout varies significantly with various factors such as sex, age and working age and etc.3. In general, coping styles of civil servants does not manifest significant differences while the factors of marriage and working time indicate evident differences in the coping styles.4. The subjective sense for well-being of civil servants and job burnout manifest significant negative correlation, the worse the job burnout, the less the subjective well-being.5. Coping styles of civil servants are different and so do subjective well-beings.6. Civil servants'job burnout can both directly affect the sense of well-being and also indirectly affect it through coping styles.
