In the end of 1920s and at the beginning of the 1930s, the national government launched a movement that is in regard to customs investigation and customs reform. The purpose of movement is that the kuomintang that had just made the national regime wanted to strengthen it's control force. The movement involves custom survey and customs improved . Through the movement,the kuomintang realized grass roots deeply, after the implementing relative improvement measures, state power of the .kuomintang had strengthened ; authority of the national government had Set up; power of the national government had cemented.Sichuan's investigation and improvement activities existed a great many difficult identically . The case as a result of fraternity and behindhand ideology made the tinvestigation and improvement activities became difficulty. We could know that the effect of the improvement was different. Some effect was unsatisfactory. For instance, government issued order repeatedly to prohibit prostitution and gamble, but the effect was unconspicuous. Some effect was satisfactory.for instance, foot-binding was controlled by government at 1940s. Effectors of sichuan province had different idea for investigation and improvement activities. The attitude of Liuxiang was positive. The attitude of Liuwenhui was negative. Local officer had different attitude for the investigation and improvement activities. Some was positive;but some was negative, they even went against the spirit of the investigation and improvement activities. In addition, government had the stern attitude for the investigation and improvement activities. But government adopted flexible measure by the necessary time. It made the relationship between government and populace became more harmony. Through the investigation and improvement activities, we found that the benefit between investigation and improvement activities and local officers was inconsistent. It lead to that some local officer went against the government order publicly sometimes. It's deeper influence was that government lost support of the local officer partly. The aim of the investigation and improvement activities was to increase government's control force, but the fact was that investigation and improvement activities weakened government's control force. The fact was unexpected for government. The influence of the investigation and improvement activities was complex . from the view of people's attitude, people obeyed the state laws selectively.the standard of the selection is mostly related to the influence of the economic life, then is related the authority of the government, and is least related to the traditional conception. and from these we could see that the fist choice to improve the society should be improving economy, the second could be the construction of the authority of the government, and the last one could be changing conception.
