| Kashgar which is located in the northwestern border region of China, is amulti-ethnic region. In the region, With its development in politics, economy, cultureand education, the communication among the people of all ethnic groups in Kashgarregion has increased dramatically. A large amount of Uygur population of Xinjiangprovince lived in Kashgar and consequently that makes Kashgar "the symbol theXinjiang bilingual education". It is the main trend that cultivate the students who areadept in both Han and ethnic languages.In recent years, under the leading of the local government,administration agency,and the Education Department of Autonomous Region, bilingual education in Kashgarregion has developed steadily. On the base of Bilingual Teaching Experimentlaunched in1997, according to the arrangement made by related institutions ofautonomous region and local administration, bilingual education was launchedofficially in2004. With the change in the beginning year of bilingual education(itoriginally started at primary and junior middle schools and the started at2yearsbefore primary schools), Kashgar has become the major region of bilingual educationin the whole Xinjiang Autonomous Region. Although the development of thebilingual education in Kashgar has been steady and fast, there are yet some unsolvedproblems, such as the following ones: the living standard of bilingual teachers is inneed to be promoted; the administration and evaluation system should be moreimproved; bilingual educational materials are lacking in localizing; the brain drain ofbilingual teachers occurs in remote mountain regions; bilingual education resourcedistribution is unbalanced; and there is still misunderstanding about the goals andapproaches of bilingual training.Thus, the direction of bilingual education development in Kashgar region shouldbe: establish supporting system for bilingual education to improve the value ofbilingual teachers and to ensure the professionalization of them; improve treatment ofbilingual teachers with favorable policies; put more education resources in to theremote mountain regions to foster the balanced development in city and other regions;enhance the spirit of humanity in bilingual education and change the traditionalconcepts; localize the bilingual courses and teaching materials; continue to perfect thebilingual teachers training system, etc.Based on the research and study on the bilingual education in Kashgar region,this paper is to analyze its present situation, development difficulties and problems;and propose some suggestions to promote its stable development in a healthy directi.
