The view of this paper is based on the theory and practical experience of competence. And on the basis of innovation of taking the civil division level and below servant working in central government institutions as the research object, through the open questionnaire, behavioral event interviews, questionnaire survey and other methods of data analysis, differences test and other statistical analysis, obtained:1. (1) the ability and quality, including comprehensive analysis capabilities, ability to observe the problem ,planning coordination ability, research ability, understanding, responsiveness, implementation capacity, language skills; (2) value orientation, including modest, discipline and confident optimistic, careful, principled, responsible; (3) professionalism, including policy and theoretical level, with professional knowledge and skills relevant to the position, the political ability to identify, document writing, subject consciousness, service consciousness. (4) the capacities of development, including the ability to think independently, the ability to independently solve the problem temporary, accurate self-evaluation ability, self-motivated, innovative, independent study; (5) relationship building, including psychological adjustment, communication skills, interpersonal skills, team spirit.2.By gender, age, qualifications, duties of subjects to different test analysis found that there is no significant differences of different gender, educational level civil servants in the importance of the five dimensions of the understanding; The different ages, positions shows significant difference in the understanding of three dimensions which includes ability and quality of civil servants in the value orientation, relationship building.On this basis, the paper makes a brief analysis of the application of competency model in the central state organs, civil service examination and civil service training.
