The financial crisis in 2008 intensified the long-existing problem of low employment rate for the migrant workers and shortage of migrant workers for the employers. The migrant workers'lack of occupational skills, as well as the excessive supply in the job market is the major cause of the two social problems. Therefore, employment training can be a breakthrough point to solve the two problems. Besides, for our country's long-term development, this project can serve as an effective way to reserve human resource, realize the industrial upgrading and solve the "Farmer" aspect of the "three rural issues"Based on this, this thesis will introduce the background and importance of this research topic, present situations of study concerning this topic, some crucial definitions and the significance and limitations of this research in the "Introduction" part. However, the major concern of this thesis consists of four parts:first of all, through analysis based on the human resource theory, the justice theory and the public products theory, the author of this thesis is going to prove the indispensability and reasonability of adopting "the government purchases the service" to provide employment training for the migrant workers. Secondly, citing concrete examples from some local government, the author is also endeavoring to examine traditional employment training models and the "employment training voucher" as two major training models, pointing out their limitations in practice. Thirdly, the author will propose countermeasures to the problems of the two training models, based on which, the author designs a new model, namely, "the government purchases the service". Centered the multilateral cooperation strategy of this model, the author defines the roles and obligations of the five main parties:the government, the migrant workers, the employers, and the employment training institutions and the third department, and also designs the operational mechanism for raising money, as well as for making, dispensing, using and getting redemption of the employment training vouchers, and the performance evaluation mechanism and the supervision mechanism. Finally, as the project of training migrant workers for employment involves many political, economic and social elements, the government should also take supporting measures to make this project take effects, such as to strengthen relevant education:improving fundamental education, encouraging rural secondary school graduates to join in vocational training, supporting adults education, establish and improve the employment service system with an integration of urban and rural areas and other supporting measures.
