Due to historical, policy, institutional, and many other reasons, China has implemented a non-balanced development strategy, a large group of farmers that the development of the country has made tremendous contributions. Since the reform and opening up, although China has made tremendous economic and social development and progress, but the gap between urban and rural areas are widening, allocation of resources in a serious disparity between urban and rural, the interests of this group of farmers have not been effectively maintenance. Obviously, their interests can not be maintained, social equity and justice to speak of, and social harmony will be difficult. Therefore, how to better protect the basic rights of farmers, and effectively the interests of farmers related to the maintenance of a harmonious society. At present, government departments, social, and scholars are very concerned about this. Farmers through the expression of a sound mechanism, set up to represent the interests of farmers after all, a farmer organizations to protect and safeguard their rights and interests of the ideas, the idea has been basically reached a consensus in the academic community.Studied in this paper is 60 years in the last century the process of setting up a political movement and shoulder movement tasks carried out a non-rights organizations --- poor peasant farmers of the historical evolution of the Association and its significance. Select this stage to study the organization of farmer organizations in order to trace the history of form, revealing the process of its evolution, and summarizes the reasons for its inevitable cancellation. This, for our current call for organizations to provide historical reference for farmers, and learn from history so that today the establishment of farmer organizations can be more scientific, perfect, truly represent the interests of farmers.Article is divided into four parts, the first method for the literature review and research and background, etc.; The second part describes the historical background of poor peasant associations to the reader a comprehensive understanding of the conditions of its formation; the third part, the article from the germination, development and growth, turn, revocation and other aspects of poor peasant associations to analyze the whole picture, which is the core of this article. Through literature, research archives, more objective reflects the poor co-production, development, and fall process to summarize the nature, characteristics, and the inevitable demise of the results. With the current situation, the Government should make the best use of local conditions, formulate and improve relevant systems and regulations, while providing legal protection, the most important thing is to keep the masses of peasant organizations, democracy, flexibility. The only way to truly represent the interests of farmers to establish a mass organization in order to effectively protect farmers information, participation, management, supervision, so that farmers truly enjoy the economic development and social progress, achievements and realize our country prosperous, democratic and civilized and harmonious overall goal.
