As the saying goes:"women half the sky". Under the care of the Party and the government ,and with the development of social economy and the progress of the Times, women's social status of ascension ,the education level of women is higher , women's independent consciousness highlight, more and more women walk out of family, into society, become social activity subject. So the state administrative organs, the proportion of women in country civil servants also become more and more big, even a few women has become the country's important leaders. At the same time as the global economy integration, the development of science and technology, especially the world into the information times, developmental dynamic, complexity, high risk becoming the important characteristics of The Times, as social management main body - the government faces more challenges, so the burden of female civil servant will more and more heavy, and the requirement also will more and more high. After seeing the social status of female civil servant have improved in the meantime, some social traditions, family, and female sexual factors that hinder female civil servant facts will gradually highlights, female civil servants' career development will face unprecedented challenges. Therefore research on female officeholder career development research has important theoretical and practical significance.This paper combining sociology, psychology, politics, management theory and other disciplines of research results, from multiple perspectives, analyze the career development of female civil servants. This paper includes four parts: Part I: mainly introduced the background, significance, research methods of the paper. Part II: mainly described the key concept of the career development on female civil servants, and introduced theoretical basis of the career development of female civil servants. Including the definition of career development, basic theory, and female civil servants of the characteristics of career development. Part III: introduces basic situation of the career development of female civil servants in China, mainly analyzed the problems existing in the career development female civil servants and the influencing factors. Part IV: proposed the strategy of China's female civil servants in the career development from the community, organizations, individuals based on the analysis of existing problems. Innovation of this paper is that combinated the theory of women's career development and career development of civil servants to study the career development rule of the special group of female civil servants.
