The Regulationg And Control Of Food-safety Risk Warning

"People regard food as their prime want, and food safety is a top priority." Nowadays, the problem of food safety has been taking place frequently, and food safety has become a hot button across society. A new administrative practice, food-safety risk warning has emerged because of demand. However, food-safety risk warning is just a newborn thing in China and "Arsenic Scandal of Nongfu Spring" has also exposed problems of this warning. This article begins with a real case, and then explains the basic theories of food-safety risk warning in detail. In view of existing problem of food-safety risk warnings, this article suggests to regulate food-safety risk warning in two parts:legal governance (proper procedure) and best executive (proportion principle).This article consists of four parts:The first part introduces "Arsenic Scandal of Nongfu Spring" and the controlled background of food-safety risk warning. It discourses the background by theories of psychology, economics and sociology.The second part begins with public warning abroad, and then states the correlation theories about food-safety risk warning, which conclude the reason and the function.The third part determines the warning information of food-safety risk, and then takes "Arsenic Scandal of Nongfu Spring" as the breakthrough point. The final purpose of this part is analyzing the relief measure of food-safety risk warning in this condition under Chinese legal rulesThe fourth part focuses on the issuing of warning of food safety risk and suggests to regulate food-safety risk warning in two parts:legal governance (proper procedure) and sound governance (proportion principle).
