Research Of Yunnan Social Organizations Taking Part In The Community Service

As social public affairs being more complicated and the transformation of government functions being accelerated, lots of public affairs are transferred to the community. How does the community perform functions transferred from the government and meet growing demands of community residents? Based on the experience of the western developed countries and the current situation in our country, to establish a perfect social organization system by the government guilding is a best idea fitting in building the community, especially in the community service in our country. As a unity of the power and responsibility, the system can effectively solve questions existed in the current system of the community service.In Yunnan province, a border minority area which is of a weak social basis, facing with more complex political,social and cultural circumstances, the contradiction existed in the developing of the social organization,the ability of the community service and the demanding of the community residents is very prominent when the community providing service. The paper is helpful to Yunnan social organizations to pay much attention to the social management and the responsibility of the social service in self-construction, and to make social organizations return to the responsibilities of supplying service. And the paper is useful for the government correctly understanding and supporting social organizations developing, building an adaptable policy circumstance. So social organizations can play a more important role in the community service.Relied on the analysis of the theoretical basis of social organizations taking part in the community service, the reality of the Yunnan community service and the developing of social organizations, and by the analysis of some cases, the paper points some questions about the ability,space and mechanism must be solved when Yunnan social organizations taking part in communities service. And the paper proposes some strategies and recommendations as follow:by improving laws and expanding the degree of social resources possessed to strengthen social organizations in self-construction; by altering the deviation concept to enhance the policy support when social organizations taking part in community service; by accelerating the reform of administrative systems and the transformation of government functions to expand the space when social organizations taking part in community service; by clearing the role of the government and social organizations to reinforce the structure and the operating mechanism of social organizations, by bettering ways of efficiency and accountability assessment to perfect the mechanism so to realize the aim of more social organizations taking part in the community service.
