Practice And Prospect Of Citizen Participation In Local Goverment Performance Evaluation In China

Traditional performance evaluation in China is the top-down internal evaluation, with the characteristics of lack of scientificness and limited effectiveness.Therefore, public evaluation activity, seeking outside resources to improve this situation, gradually emerges in different areas. Each place has their corresponding background in carrying out evaluation activity, which can be explained as a kind of environment. The environment is combined with value and system to construct the logical relation between the three aspects, which is theoretical frame of this thesis. This thesis analyses the political, economic, cultural and international environment our country is faced with in carrying out public evaluation activity, summarizes the process of citizen participation in local government performance evaluation in China and makes an analysis of the problems and reasons in the performance evaluation. On this basis, the thesis suggests the advantageous factors and disadvantages to public evaluation activity and makes selective analysis of necessity of problems existing in public evaluation activity in China. Based on reality of public evaluation activity in Nanjing, the author investigates the whole process of public evaluation activity in Nanjing in terms of political, economic and social environment in Nanjing under the framework of environment, value and system. Finally, from a macro point of view, the author analyzes the environmental factors what are lack in local government performance evaluation, including political system, level of economic development, civic group factors and citizen's educational level, which are considered as the key factors resulting in an undesirable effect of public evaluation activity in China. Therefore, only these factors are improved, is the effect likely to be guaranteed. From the micro point of view, the author conducts detailed system design from the aspects of personnel guarantee, incentive mechanism, legal guaranteeing mechanism and project design.
