Since the reform and opening up, China has always focused on the economy development of the state construction. The central government has shared with such magnificent achievements as activation of the local economy and the thriving GDP datas after several attempts to collect and decentrailize the power of the local governments in political and economic aspects. But the side effect is also clear. The examination and promotion of the local government officials give rise to such a stererotype that the more achievements one has got in the economic development the higher his position will be.
