The Study On The Effect Of College Graduate Village Official Policy

College-graduate village official policy is an attempt of macroeconomic regulationof human resources under the conditions of market economy, and also is the concreteembodiment of our government play a guiding role of the economic and socialdevelopment. This policy appearing with specific goals, on the one hand, to ease thegrowing college students' employment pressure; on the other hand, to take advantage ofthe policy to provide intellectual support for new socialist countryside construction,promote the economy, society, culture development in rural area, and explore a new wayto solve the problems of countryside problems, peasants' problems, agriculturalproblems.This paper based on the practice of college-graduate village official policy effect asthe research object, using the questionnaire to reflect the effects of policy in practice.There are some deviations between the policy objectives and the effect of the policy inpractice after the investigation, such as in promoting rural economic development, socialprogress, cultural prosperity and other aspects. Therefore, this thesis analyze the reasonsfor deviation from pressure-type administrative system's negative impact of thecollege-graduate village official policy, bottlenecks in the law and mechanism problemsof the college-graduate village official policy, college-graduate village officials'own, andthe understanding of the local government and villagers. In terms of the governmentsystem, it is suggested that the local government improve the initiative andself-consciousness, reduce the negative impacts of the college-graduate village officialfrom pressure-type administrative system. In legal perspective, it is proposed tostrengthen the legal basis for college-graduate village official, and solve the problem ofconvergence with the villager autonomy. As the mechanism of college-graduate villageofficial policy, it should be considered local factors, professional, scientific training,strengtheng the management and assessment; especially in the expiration of theresettlement, it can be used the experience of China's Taiwan Province set up thefull-time government staff in the village for reference, Professionalization of thecollege-graduate village official in a certain historical period. In addition, this paper also believes improve the college-graduate village official, local government and villagersawareness of the importance of the policy through the education is also very necessary.
