The relationship of Civil Rights and State Power is the core issue of the Marxiststate and the society relations theory, but also is the base problem on process ofbuilding a harmonious society in China. Due to the long-term impact of the feudaltradition, China's civil rights and national power relations and harmoniousdevelopment of the process there are still some imbalance, lack of coordinationproblems.Therefore, China must address this reality and solve the problem to promotethe harmonious development of the relationship between Civil Rights and State Power.Firstly, this study is in a deep understanding of civil rights and state power on thebasis of the concept and characteristics, through the theory of the relationship betweenMarxist state and society recognize that the rights of citizens and the State of Marxisttheory of power relations as a theoretical support and combine the theory of Westernpolitical thought in study.Secondly, Analyzed from the Country run public power, the effective exercise ofcivil rights on the whole, the interaction between the two, which our civil rights andnational power relations go into a harmonious. and point out that there is still someproblems of corruption' power, inadequate legal protection of civil rights andinadequate political participation of citizens in the overall harmony of reality. Theseproblems will certainly affect the relationship between civil rights and state power inthe process of developing a harmonious, and therefore must face the problem, inaddressing the problems and development. Therefore we must face the problem, inseeking to develop problem-solvingFinally, this paper proposes to strengthen the rights of citizens and legalawareness, improve citizen participation mechanisms, to develop self-organization ofcitizens, civil rights oversight of state power to run, to establish an effective powercontrol mechanism, improve the civil rights remedy,strengthen the constitutionalguarantees of civil rights, use state power to protect the effective exercise of civilrights. Starting from the interaction between the two to take effective measures to promote the rights of our citizens and the harmonious development of relationsbetween state power, to ensure social stability and harmony.
