Research On The Online Parallel Connection Examination And Approbation System

The development of E-Government is the important direction and the inevitable choice of worldwide governments when they try to develop transformation of government functions profoundly, to promote innovations of management modes faster and to construct the public service government hard. In order to promote the level of E-Government, the government should grasps the essential requirement of new public management as well as the variation law and characteristic of government management mode under network society deeply. It also should satisfies the updated demand for government service of community by the adaptation of latest change of economy and society, at the same time, adheres to the ultimate goal and emphasis by promote the innovation of government management mode and upgrade the level of government public service.This research emphasizes on the online parallel connection examination and approbation system which belongs to the E-Government. Based on consulting literature, it represents the theory related to the online parallel connection examination and approbation system which including Seamless Government, Government Process Reengineering, E-Government and public management theory, etc. Based on theoretical analysis, the paper summarizes and evaluates the current online parallel connection examination and approbation system in China, and then proposes the specific measures of perfection. According to theoretical analysis and summary of experiences, this study takes the registration of enterprises though the online parallel connection examination and approbation system in Xuanwu distric, Nanjing as an example, studys the working condition, the design, the relationship with related government, the frame of the whole function module and work flow of it systematically. The results of the research shows that, the system change the traditional tandem connection examination and approbation system into the parallel connetion one (the traditional system need to contact every related government sector one by one while the new system could do all of them simultaneously). Therefore, it realizes the automation of government process, the informatization of government information and standardization of document management. It also promotes the working efficiency and management level, and increases the competitive power of government. The system could combines with the other parts of current government system closely, in order to suits the change of related sectors and transform of work flow in design sector, moreover, adjusts to the requirement of any cross-sector teamwork in the future. This study gives a strong impetus to the practice of the online parallel connection examination and approbation system, and provides theoretical and pratical reference to the promotion of the system in other areas.
