Urban resident's minimum living security system is an important part of the social security system. The problems of poverty are a major global economic subject. As a part of social security, it is a kind of tool used by the government to provide aid relief system arrangement as well as intervene the problem of poverty together with the society. Urban resident's minimum living security line refers to the minimum cost of the necessary goods and services to maintain survival of the poor of the urban. It is basic standards that identify the groups who live in poverty and are in need of the relief from the state and society and that is related to the effectiveness of the guarantees by the government for the basic living of urban poverty. Only by the accurate estimation of the urban resident's minimum living line can we really know the population under that line and the amount of the fund correspondently so as to realize the sustainable development of the urban resident's minimum living security through making the security standards and expenditure compatible with the local economic development. Improving the system of the minimum subsistence is closely related with the social security system. Security system is "safety net "and "shock absorbers "of stability of the social. And the urban resident's minimum living security system is the basis of the social security; it is of great significance to improving the social security system. This paper focuses on the study of how to improve the urban resident's minimum living standards and what its appropriate standards is so as to protect the basic living of the poor in an end to promote economic development, social stability and achieve social harmony.We select minimum living standards for urban residents as an entry point in this article which goes into four parts. Firstly, through the analyze of the history and current situation of China on urban minimum living standard system, combined with the experience of the United Kingdom, Japan and Chile, it presents the problem of urban minimum living standard system in China. Secondly, based on the basic theory of social security and the theory of Maslow's hierarchy of needs, as well as the extended line expenditure system integration, empirical analysis of 5 classes in 8 categories from the national consumption of urban residents in 31 provinces in the Statistical Yearbook (autonomous regions) are conducted to measure the new urban resident's minimum living. Then, from ratio of low-security level, the level of per capita food expenditure per capita consumption, expenditure level of per capita, disposable income level, we make an assessment of the level of minimal assurance standard, the disparity between provinces and adaptability of economic development, which provides a basis for calculating the moderation of urban poverty line in 31 provinces (cities, districts). Last, we propose the policy implication for the existing problems in the urban resident's minimum living against the current situation with an aim of seeking the reasonable estimation and the healthy and sustainable development of the urban resident's minimum living standards.
