Public policy formulation is the key link of the public policy process, the scientificity and the rationality of the formulated policy not only directly related to the effectiveness and orderliness of the policy implementation, but also provides objective standard for policy surveillance and policy assessment afterwards.Because the network itself has the information technology platform and has more advantages,citizen network paticipation as a new political participation way distinguishes from the traditional citizen participation.Citizen network participation in public policy formulation process has the necessity and feasibility in the realistic society, and it has already made a preliminary exploration and development in reality。How to make the citizen network participation involved in public policy formulation process maximum effectiveness is the main research question in this paper, the virtuality,falsity and hypocritical of the network brings difficulties for citizens who involved in network participation in real life, although it may reflect public opinion to the greatest extent, but there are also dangers for irrational behavior and group incidents because of the false information , so it has "double-edged sword" effect.This paper mainly divided into four parts, the first part outlines the relevant theoretical basis for the citizen network participation who invovled in the public policy formulation process; The second section discusses the necessity of citizen participation in the public policy formulation process,analyzed the feasibility of the citizen network participation and the formulation of the public policy in four conjunction point,and also reveal its improvement on policy formulation; The third part describes the current situation of citizen participation brought by the internet in the public policy formulation process, analyzes the characteristics,the specific form and the existing problems of the citizen network participation in china, and the results indicate that the network participation is still in development stage whick needs tripartite forces from the government,the citizen and the information technology systems to avoid the negative influence of the citizen network participation in the public policy formulation process; The fourth part puts forward relevant countermeasures and suggestions according to the existing problems from four aspects, make positive incentive and stimulus measures from different subject and object, with purpose of make the public policy more scientific and reasonable through the way of citizen network participation.
