Civil service pay system is an important part of the civil service system. Its degree of perfection of the government functions effectively, and comprehensively improve the administrative level has a significant impact. Scientific and rational civil service pay system on the one hand can mobilize the enthusiasm of the civil service, increasing the attraction of talent, improving the overall quality of the civil service; the other hand, can also encourage government departments to improve efficiency, but also significantly to protect the civil service honesty. With China's social and economic development, China's civil service pay system is continually improved and perfected, to improve their quality of civil servants, civil service and stability to maintain and improve the administrative efficiency of government departments have played an active role. However, with the deepening of reform and opening up, China's civil service pay system also showed a certain degree of lag, some of the risks and problems to be solved. Such as the overall low salary levels, incentive pay, lack of restraint system, the lack of scientific and rational classification management, and other supporting system is not perfect, all of which greatly affected the stability of the civil service and enthusiasm for work.Therefore, this article of Gansu Province to study the civil service pay system, by drawing on foreign civil service pay system's successful experience, in-depth analysis of the Gansu Provincial civil service pay system status (including the problems and reasons), made for perfect Gansu Province, the civil service pay system is more practical recommendations and solutions. There are a total of four full chapters. The first chapter is the Introduction, introduces the research background, theoretical and practical significance, Review of research status at home and abroad, and to define some important concepts, this paper used in research methods and ideas are explained, and that the possible innovations. The second chapter is a civil service pay system in Gansu Province, to analyze the situation, including its economic and social development in Gansu Province, an overview of the evolution of civil service pay system, problems and cause analysis. The third chapter is a civil service pay system at home and abroad and inspiration. Through a comparative analysis of the U.S., UK, Singapore and Hong Kong, China's civil service pay system, as well as parts of the country (Shanghai, Guangdong, Beijing) the results of the analysis of pay reform, drawn up on improving civil service pay system in Gansu Province Enlightenment. Chapter IV is to improve civil service pay system, Gansu Province, some ideas. Gansu Province in the clear objectives and the civil service pay system based on the principles, from reasonable adjustments to civil service salary structure, promote the legalization of civil service pay administration, improve the pay incentives, mechanisms to establish and improve civil service pay, to explore the five broadband pay system put forward countermeasures and suggestions.
