Government Regulation During The Intellectual Property Protection

The Intellectual Property right, which is an exclusive right of its own specific creative achievements in a certain time limit endowed by law. During the knowledge economy, the intellectual property right is the most important source and foundation of personal enrichment and achievement, survival and development of enterprises, and national prosperity. However, government regulation of the intellectual property management is the major component and powerful guarantee of the realization and achievement of the national intellectual property strategy. With the advancement and development of knowledge economy, governments of many cities and districts put more and more attention to the independent innovation and intellectual property, and introduce a range of strategies, laws and methods to make the government regulation system more perfect. Comparing with the government regulation of IP in developed country, they already have accumulated a wealth of successful experience which can be used and referenced by the government of Yangzhou to improve industrial comprehensive competitiveness and to realize the target of IP strategy of Yangzhou.Therfore, this paper takes the summary of the theories and methods of government regulation as basis, and elaborates the goals, objects and tools of government regulation in the utilization of the intellectual property of the industries of new material, new energy and new light. Through the statistic analysis of the current IP situation of three industries, we finds out the current issues and problems, analyzes the necessity and feasibility of government regulaiton and proposes definite practical measures according to the present status. In conclusion, this paper build up a government regulation system which is appropriate for the three industries in Yangzhou which we hope used to guard and break through the technical barriers of international enterprises and improve the industrial competitiveness.
