China's reform and opening up policy for 30 years, rapid economic growth, has achieved great and glorious achievements, which let the world witness the great achievements in China's development. But a global problem of science and technology, namely the problem of serious traffic jams has still existed, china as a big country that used motor vehicle and oil, the traffic jam is very serious. It is a big barrier of influencing the rapid economic development of our country. It waste huge human, material and financial resources and polluted city environment, and impede economic and car industrial development. Traffic jam bringing us harm and adverse effects have been self-evident, efforts to solve the city traffic problem has been a responsibility in front of us.In our country, the most serious city of traffic jam is the capital- Beijing, therefore, Beijing is been called "first block". However, taking Beijing as pilot study, studying on Beijing's traffic jam phenomenon and its causes and effects, exploring a comprehensive measure to address the issue in Beijing can find a good solution for traffic jam across the country. Therefore, based on a comprehensive, objective and humane analysis, through in-depth analysis of causes and effects of traffic jam in Beijing, the article put forward feasible suggestions to improve traffic of Beijing.The full text is divided into five parts:The first part is an introduction. It mainly introduces the research background and the significance as well as the relevant theory. In the first part, in addition to narrative urgency to address traffic congestion, but also summarize the relative theory at home and abroad, and from the perspective of Economics firstly, bring up a new thought to solve the traffic problems, at the same time, perfect the relevant public administration theory.The second part is the traffic general situation of Beijing, its causes and impact analysis, as well as the policy research on Beijing city traffic management. Primarily through comparative analysis of population and the growing number of motor vehicles in Beijing, of coordinated development of urban planning and traffic analysis and so on, we identified its emergence and development of the underlying causes and the impact of major. And then through the interpretation of the new policy, explore the feasibility and timeliness of traffic management policy.
