With the comprehensive construction of China's information society, the networks have begun toenter and will eventually spread to the lives of ordinary people. The internet has not only changed people'sway of life, but also provides an effective platform and broad channels for citizens' participation, makingup for the deficiencies of the traditional media. More importantly,3G networks rapidly expand the numberof civil participation, reducing the cost and enhancing their enthusiasm. The paper begins with the citizens'participation in public management and public politics, and then discusses the evolution of citizens'participation and its characteristics from a traditional society into the Internet age, especially the3Gnetwork era, emphasizing the great impact of internet on citizens' participation. The awakening of civicconsciousness is of course due to the economic and social development, but it must be accompanied by theinnovation of the way of citizen participation in the Internet age. Citizens' participation is a basic politicalprinciples and values of the demands of modern democracy and the new public administration theoryreinforced this principle. In the new theory of public management and public service, the ways and scopeof civill participation are expanding. In today's society where democratic beliefs have become one of thebasic value of human society and democratic system are becoming mature, civic participation are put onthe agenda by governments of various countries.In the Internet era, the Government should change their concept and way of governance to cope withthe impact of emerging media and technology on society as a whole. E-Government or NetworkGovernment has become the target of Governments of various countries. Some new ways of governance ofthe government network have emerged. While coping with the participation of citizens through networks,the government should actively get involved in network governance to build a platform for citizens' onlineparticipation, regulate network behavior and make it effective and orderly. The online interaction betweengovernment and citizens improves the level of public administration and enhances the public servicesquality.The paper takes N City as an example, whose non-governmental forces promote the government tobuild the sport and tourist center. It tries to find the way of changes in the pattern of governance in the Internet age, solve the problem of how to build a platform for civic online participation. This paperspecifically highlights the concept of a government's network governance, which is different from theconcept of the online government and the government governing the networks. It Stresses that thegovernment must learn to use network tools to achieve the transformation of the governance model. Thepositive interaction between the government's network governance and civic online particioation can beformed. Finally, the joint governance of the government, society and citizens can be achieved. In thepositive interaction, the government's network governance and civic online particioation formed aspiraling trend of pushing each other forward and interactive development.The conclusion can be drawn from the above analysis that civic online participation can achieve apositive interaction with the government network management to effectively promote the activeparticipation of citizens throughout the public political areas and the formation of a common governance ofgovernment and society. As a result, a harmonious socialist civil society can be built and the superiority ofthe socialist system can be reflected.
