The private university is the important component of higher education of the Chinese mainland. Our country has regarded making the regulation as the important means of managing and guiding private educational development for over 30 years.The policy of guiding private educational development has proposed the following claims: encouraging actively, support energetically, guide correctly, and managing in accordance with the law.The country should confirm the policies which are encouraged when bringing about the development of private education. Besides, the country should strengthen the reward into the private university and arouse the enthusiasm of the principles to attract more fund from the society to run the school.At the same time, the country should confirm the policy of management. Our country should improve the quality of running a school and strengthen the characteristic of a school. Apart from that, the Chinese government ought to restrain the founder of the school from obtaining too much wealth. However, the history of the private education in our country is very short and there is not much experience of establishing a school. Therefore, the education policy can only make the roughly regulation to the developing direction.There is the same birthplace in Chinese Mainland and Taiwan. The education law of Taiwan is very complete, the content is very detailed, and it is easier to be carried out. The history of private education in Taiwan is very long, and they have much experience of running a school. Here, I made a comparison with the policy about private education between these two places, which has great important meaning to supplement the laws of private education in the Chinese mainland.The thesis is regarded the regulation of private universities in Taiwan as the research object, and it is divided into the following four parts. Firstly, do researches on the development history of regulations about privacy education between the two places, and sort out some relative regulations in order to analyze the characteristics of these policies and the problems which should be settled.Second, analyze the regulation and deficiency between these two places from these four aspects: the ownership of the school assets, the resources of the school assets, the policies of governmental awards and the inner management mechanism of the school.Thirdly, make comparisons with the educational policies about the four questions mentioned above, and find the differences from these two places.Lastly, put forward some suggestions to supplement the laws of private education in the Chinese mainland according to the comparative results.
