Research On Material Means Of Local Public Security Organs Dealing With Mass Incidents

Although China is presently harmony and stable with rapid development,contradicions and various relationships among the people have given rise to many problems is alarming,especially mass incidents. It is important To effectively prevent and deal with all typesof mass incidents,The public security is the main force to disposal mass incidents, keeping social harmony and stability,,but also should attach great importance to group events and disposal, thereby increasing the ability of the law, proper disposal to ensure fullfil its responsibility.Inprimary areas, where mass incidents break up frequently, how to deal with mass incidents is even more important for grass-roots public security. It also made high standards on the material means to handle mass incidents.This article take the Public Security Bureau ofLintao County, Gansu Province as major research objective, collect and analyze precisedata and information.Based on police force and police equipment, the article carrys out aresearch on the inadequate of material means in local public security, making summary from real cases and highlighting suggestions for improvement and specific methods.This article includs two parts: introduction and the body.The Introduction provides an overview of the current status and defect on the grass-roots public security organs dealing with mass incidents, making a general description of the train of thought, listing main problems to be solved and the meaning and value of research. This is an important foundation of this writing.The body part consists of four chapters. The first chapter analysizes the definition ofmass incidents, characteristics, and causes. First, based on comprehensive analysis to geta more profound and overall understanding of mass incidents which break up frequently inpresent days.The second chapter discusses the rightful role and function dealing with mass incidents to eliminate the misunderstanding of the public security organs, clarify its position and responsibilities, and emphasize its importance and irreplaceable position.The thirdchapter analysizes the defect as well as existing problems of matierial means of grass-roots public security organs through collecting and analysizing precise data, mainly provided by Public Security Bureau of Lintao County, Gansu Province. The fouth chapter emphasizesthat we should enhance the material means, mainly from two respects, including the police force and police equipment.
