The development of regional cooperation has become the mainstream of the times. Nowadays, whether domestic or foreign, all kinds of regional cooperation organizations were established, sharing resource and complementing strengths. As an important factor of production, human capital played a key role in the region development. Especially high-level personnel, they are the elite talent in all fields with authority on behalf of the advanced, with great creativity and the contribution of higher, leading to improve the overall quality of personnel. Southwest China's development needs high-level talents. Because of economic, institutional, cultural, geographical and other reasons, the talents encountered obstacles when they migrated. Southwest face the status of a small high-level personnel, structural imbalances, low quality of the overall talent. Shortage of talent supply and demand imbalance has become the resistance of development.Through accessing to information, collecting data, the problems of Guangxi high-level talent were found. After analyzing the reasons, author proposed the solutions. Guangxi has strong development potential, but the talent gap brought resistance. So it must play to regional advantages, use specialized industry to activated development potential, to expand space of development. Continue to implement talent plans, reform and innovation, scientific, and flexible system to reduce obstacles in the flow of talent. Also step up publicity to raise the reputation and visibility of Guangxi, to attract talented people to stay in Guangxi, to construct Guangxi.
