Innovation plays an important part to promote the increase of economy and support the sustainable development of economy, so do the education and science and technology. It's an important national strategic decision that to take efforts to make China an innovative country and improve the whole nation's independent research and development and innovation ability. Higher Education Institution is one of the most important places for education, scientific research and independent innovation. Under this policy environment, it's necessary for those Higher Education Institutions with relatively good conditions to build top-University. Local Project-211 Institutions mainly serve the local government, and those Institutions should grasp the opportunity to build top-Universities.Based on the understanding of the concepts which were summarized from those research materials that already have of top-University, from those factors belong to Local Project-211 Institutions and compared them with top-Universities in our country. Through comparative analyses, this thesis reaches a conclusion that Local Project-211 Institutions have some advantages and disadvantages of building top-University and at the end of this thesis I mainly find out some terms of settlement. By doing this research, it is not only broadens the research field and theoretical basis of top-University, but also provides good reference for Local Project-211 Institutions in the process of development. The thesis launches the research according to the thought from whole to local, the logical order from theoretic to practical, abstract to concrete, macroscopic to microscopic and adopts those research methods including analysis, comparison, etc. and takes Zhengzhou University as an example.The innovations of this thesis are as follows:unlike those researches we already have, I mainly chose those critical indexes which can evaluate Local Project-211 Institutions objectively and make the conclusion more true and practical. We all know that there are many indexes to evaluate whether it is a top-University, but, in order to make this research much easier to do, I principally choose those indexes as follows: education funds, professional level of the teaching staffs, ability of talent cultivating, level of disciplines development and the quality and quantity of scientific research achievements. Other aspects also need further researches.First of all, I state theoretical basis of top-University, including the theory of higher education development and interactive development among higher education and regions. Second, I sketch out the background for Zhengzhou University building top-University. In this sector, the author discuss why should we build top-University, draw a general situation of higher education in the central and western regions, the current situation of higher education in Henan province and the challenges and opportunities for Zhengzhou University in the process of building top-University. Then, the thesis compares Zhengzhou University with three top-Universities, such as Wuhan University, Lanzhou University and Hunan University which selected according to the principle of proximity, relevance and similarity. There are many indexes, this paper mainly research education funds, professional level of the teaching staffs, ability of talent cultivating, level of disciplines development and the quality and quantity of scientific research achievements. In this thesis, top-Universities refer to those Project-985 Institutions which belong to the Ministry of Education. After comparison, we can clearly know what are the main problems and favorable factors for Local Project-211 Institutions building top-University. At last,4 suggestions were proposed:administrators in higher education institutions should diversify the methods of raising funds and strengthen administration and supervision of using those funds, recruit more high level professional talents, make more efforts to construct preponderant and characteristic disciplines, improve the research environment and the ability of innovation. I hope it is useful for Local Project-211 Institutions in the process of development.
