Class headmasters in primary and secondary schools have right and obligation to take part in on-the-job training by law. The class headmasters'right of participating in the on-the-job training belongs to the right of post school education of teachers in primary and secondary school, and it is also the extension of citizen right in education field. Protecting and guaranteeing the right of on-the-job training is significant to the class headmasters themselves, as well as the growth of students and sustainable development of schools. The subject of on-the-job training right is all class headmasters in primary and secondary schools, and the subject of obligation is governments at all levels, departments of education, schools and other training organizations. Exercising the right of on-the-job training rely on the cooperation and interaction among the subjects of right and obligation. However, currently there are still problems in the procedure and process of implementing the on-the-job training right. This investigation targets on the class headmasters in J city D province and describe the implementing situation of their on-the-job training right objectively from the perspective of right. Basing on the result of questionnaires, we find out the existing problems in the training process and bring out certain practical recommendations.Definitions of on-the-job training of class headmasters in primary and secondary schools and the right of on-the-job training was addressed first, followed by the relationship between right and obligation of exercising on-the-job training. Meanwhile, responsibilities of subject of right and obligations on protecting and implementing on-the-job training were clarified as well. The investigation via questionnaire research pictured the detail current situation of on-the-job training for class headmasters in J city D province. The research shows the infringements in the on-the-job training, unfair issues in education chance providing, dissatisfactions on programme design, part of teachers'disability of putting their results of training in their archives, most teachers'voluntarily losing their training opportunities, and their poor right consciousness. The problems were analysed on four aspects, which are department of education, schools, training organisations, and class headmasters. The recommendations were presented at the end of this report, including completing the code system, exercising the right legally, Intensify training funds, public training funds to pay a standard, provide more quality training opportunity, improving the effectiveness of training, enhancing the right consciousness of teachers.
