With the changing of environment, Chinese postdoctoral education face some challenges, such as the rapid increased amount of post-doctor and the inadequate input fund in postdoctoral fund.Through analyze of postdoctoral fund policies, the postdoctoral fund distribution, the science and technology finance revenue, and the income of different vocations, author discovered some problems. Such as the strength of postdoctoral fund reduced, the postdoctoral fund increased slowly, the proportion who received fund decreased, postdoctoral fund distributed unequally and so on. To solve these problems, author suggests resolutions based on the Theory of Manpower Capital and Comparative Advantage Theory. It is should develop post-doctor's endogenous comparative advantage as while as exogenous comparative advantage. Postdoctoral fund policies should use the ideology of keep up with the times, people foremost and internationalization as a guide, enhancing the strength of postdoctoral daily fund and postdoctoral science fund, increasing the proportion of stake, alter the stake field and increase policy support in West China.
