Since the Reform and Opening up, China has a rapid speed of Urbanization. As a result, the minority people move more and more frequently than before. The number of the minority floating people has a sustained growth in the cities that include those ones of all the levels in the ethnic areas. However, their floating process is obviously different from the Han's because of the differences of the living environment and cultural background. How they adapt to the city not only is challenge to urban managements, but also matters our society's stability.Our government must take this phenomenon seriously and deal with the National relationship correctly to promote the economic development and maintain the society's stability.This article is based on the Zuogaimanma town, Gannan Tibetan Autonomous prefecture, which is a typical Agriculture herdsman ghetto, including a village whose main body is Han people and some other ones whose main body are Tibetans. Even in the same natural environment and under the same social background, there are obvious differences between those two types of villages in the floating process. So the author tried to analysis this phenomenon from the floating people themselves, their floating reasons,their floating process itself and how they adapt to the ingoing ground, get the commonness and differences through a comparative research. The main purpose of this article is to find out the problems of the floating process and to give some suggestions about how to advance the urban management in the Minority areas.
