Under the national background of building a harmonious society, the construction of new countryside is an important part of it, whereas new farmers are the main force to promote the construction. Therefore, how to educate existing farmers and reserves to be new farmers is the exact mission of rural vocational education. At present, the education of new farmers is emphasizing on the training of existing farmers, and is paying a little on cultivation of new growing labors. During the construction of new rural, the cultivation of the new growth of rural labor is the necessary means to achieve sustainable development of rural area, and so is extremely urgent to cultivate a number of reserves to dedicate themselves to the rural career.In western countries, it appears different situations about farmer training, but one thing in common is that each government show great attention and strong support to such training. For example:the USA government provides farmers education and training with comprehensive legal support, and a perfect science and technology system of agriculture, which is composed of agricultural education, research and extension has formed. In Australia, distance education of agriculture is rather prominent, advanced communication technologies provides a convenient means for distance education to make it developed into utilizing versatile methods from a single email correspondence, such as broadcast, satellite TV and cable television, audio-visual teaching cassette computer networks and other media. Furthermore, the level of students rose from bachelor degrees to study for their master or doctor degrees. Besides, Australian governments at all levels are very supportive in all respects for agricultural distance education, especially in capital and infrastructure, to enable agricultural distance education of Australia to take full advantage of the latest achievements of modern communication technology.This paper consists five chapters. The first chapter is to discuss the urgency and importance of training the new growing labors in free preparation system. The second chapter is to analyze the theoretical basis of implement the free preparation system to train new growing up labors, mainly from the three theories, including property theory of public products in rural vocational education, human capital theory and education equity theory. The third chapter is to primarily introduce the corresponding experience of agriculture education and training in some developed countries and find out some useful experience and measures available to our reference. The fourth chapter is to mainly introduce the current training situation of the new growing labors and the implementation status of the labor preparation system, to enable the reader to understand the specific progress of the new growing labors'training in rural area in our country. The fifth chapter is to make some suggestion on the training mode of the free preparation system to achieve the purpose as guiding the work of educating and training rural labor in our country.
