With the rapid development of internet technology, the needs of the network management are increasing in modern information management. Many modern management information systems have begun a complete change from the desktop applications to the network applications, while the corresponding system architecture also changes from the original C/S architecture model to B/S architecture model. The management information system of Web-based platform has gradually become the widely used standard platform. Therefore, based on the existing C/S architecture model,how to effectively use the advanced technologies and methods and develop out a next-generation management information system based on B/S architecture model is a very worth intensive subject.In order to meet the information development of China's railway passenger transport, railway passenger information management should be combined with modern web technology. In this paper, reference to the development example of web-based railway passenger transport capacity management information system, the system approach, system architecture construction and development of technology have been analyzed, the technical route of building web applications system and the process of the technology implementation have been systematic expatiated.The main content of this research project has been proposed by analyzing the background of the current research projects and the status of domestic and foreign research and development. Then, the related development technology and implementation principle are expounded. Based on the actual needs, the B/S model is adopted. In addition, the security of log user authentication, the legality of the page user authentication, log records management of user login and operation, and so on. To be specific, this function is realized by calling the related encapsulation class.Then, the technologies of web development and web database access are discussed, which provide a reference for the selection of technology on the system development. The latest Microsoft.NET technology is used for the system application development. The web page is designed by combining the ASP.NET controls and user custom control, and the access to data and information processing is realized by using JavaScript technology. Three technologies, table layout, frame layout and Div+CSS layout are adopted to realize page layout design, IIS application server technology and build the system environment. Meanwhile, based on ASP.NET technology and ADO.NET data access object model, by using of NET class library, the system function level, including data access operations, security operations, business operations, and so on are encapsulated, which effectively improve the reusability and efficiency of the system. For the system security, effective security mechanism and permission design for different user levels (different user roles) are adopted in the system, while also add the log management of user login and operation, which ensure effectively the security of the application system.
