Higher education needs to achieve the cultivation of creative talents through innovative practice-teaching mode. The railway traffic organization and railway communications and signaling are the core of railway transportation and production. The personnel training is especially urgent for engineers and technicians engaged in the railway traffic organization and railway communications and signaling. This thesis has structured a comprehensive railway practice system, with the railway station transportation and production process for a background and the railway traffic organization at the core, for the purpose of scientific research activities so as to nurture technology-based management personnel, focusing on increasing students'awareness and abilities of scientific and technological innovation. And meanwhile, it has studied and discussed the methods of the achievement.This thesis has analyzed and designed a comprehensive railway practice system with simulation technology, sand table technology, computer technology, railway transport production and management, related railway signaling theory, control theory, scheduling decision theory and database technology, object-oriented programming technology, hoping to structure and integrate the hardware system, railway transportation production and management systems, simulated systems of technology operating process into the system of railway traffic scheduling decision, which will be closer to the actual railway scene. On this basis, we can further develop the theoretical research in railway traffic fields and simulated training systems.The independently researched and developed system provides a relatively comprehensive training function and scalability. The system can meet training requirements of different levels of students by setting the clock speed, different late trains, and the train speed limits, etc. In addition, students can calculate system operating targets and test reasonability of plans by playing various roles in simulated systems of technology operating process. The system can verify the reasonableness of programmes for the construction of new lines as well as the construction of new facilities and find their shortcomings before the implementation of the programmes through simulated performances. In this way can the system provide simulation platforms for scientific research activities in the railway traffic fields. Therefore, the system has broad application prospects and commercial value in every railway bureau, station and education section, as well as related departments of institutions of higher education.
