The Perfect Comprehensive Control Against Smuggling Countermeasures Research,

Smuggling is a type of violation, which seriously breaks the order of the market economy, threatens to the national economic security, and affects the social harmony and stability. It is the result of the reactivity of social factors as policy, economy, culture, education and so on. At present and future, the breeding and induced factor is always there, so smuggling is still in high incidence of multiple periods. Anti-smuggling is a long-term, arduous and complicated struggle. One government department alone like the Customs can not fundamentally curb smuggling. Only if to mobilize all social forces to participate, make concerted efforts to use political, economic, administrative, legal, advocacy, education and other means, can we achieve the fundamental victory of the struggle against smuggling. In order to effectively crack down on smuggling, in 1998 Party central committee and the State Council established an anti-smuggling system of associated debating, uniformly enforcement and comprehensive surveillance whereby the mechanism of comprehensive control against smuggling came into being.Comprehensive control against smuggling is a cross-sectoral project, involving all government law enforcement departments, administrative departments, economic departments, industry authorities, relevant enterprises and the public. Under the leadership of local party committee and government, the Customs in conjunction with all comprehensive member units severely crack down on various illegal and criminal activities of smuggling, a strong blow to the smuggling activities, comprehensive control against smuggling has achieved positive results. However, the existing mechanism of comprehensive control against smuggling and work methods already can not fully meet the changing situation of smuggling. The concept of governance, segregation of duties, law enforcement basis, coordination and cooperation, coordination mechanism, incentive security, integrity system so there are many defects, limiting the effect of comprehensive control against smuggling.This paper attempts to view the whole theory of government, the use of literature review, theoretical analysis, case studies, comparative research methods, with the current anti-smuggling situation, pointing out the characteristics of smuggling activities in China and Beijing, on the basis of the summary measures and the effectiveness of comprehensive treatment, built on the construction process, institutional arrangements, defects, constraints of comprehensive control against smuggling, and learn from the experience of some developed countries in inter-sectoral coordination of anti-smuggling by improving the ideas and countermeasures of comprehensive control against smuggling work in Beijing, via Strenghening anti-smuggling conception, perfecting legal system, optimizing coordination mechanism, enforcing the laws more strictly and establishing partner relationship between the public and private sectors, to beyond the boundaries of sector management, break the barriers between departments, establish the cross-sectoral collaboration, the participation of multiple anti-smuggling body governance structure, attaining the objective of the integration including anti-smuggling public policy, administration structure and anti-smuggling function of the public and private sectors, to more effectively prevent, combat and control smuggling activities, maintaining the order of inward and outward, the security and stability of capital city.
