In recent years due to human neglect of environmental protection so that the extreme weather and climate events frequent, has become more evident and widespread impact. Over the past decade, Chenzhou meteorological disasters occur frequently, especially in torrential rains, floods, drought, hail, tornadoes often occur. Local influence, to the wide range of the number of "Bi Lisi Sepat strong typhoon triggered flash floods geological disasters, causing of Chenzhou heavy casualties and property losses. Meteorological department an urgent need to provide a set of accurate and timely meteorological operational service system for typhoons and storms for the Government to develop anti-Taiwan, disaster decision-making services, to better protect the safety of people’s lives and property.This paper first introduces current development status of typhoons and storms forecast province typhoons and storms forecast, the status of the development of early warning systems, linked to the current Chenzhou meteorological forecasting and early warning status and the problems, and the combination of Chenzhou local geological meteorological characteristics proposed the establishment of Chenzhou local typhoon heavy rain forecast, the necessity of the early warning system. Meteorological hardware and other aspects of the business to establish the Chenzhou Local typhoons and storms forecast,early warning service system feasibility analysis, Chenzhou meteorological Bureau with the establishment of the typhoon forecasting, early warning system conditions.Then elaborates typhoon rainstorm forecasting, early warning service system construction program:introduce the basic objectives of the system construction, the first use of1959-2008Typhoon history data using statistical analysis method to study the impact of the Chenzhou Typhoon interannual change with monthly distribution law distribution characteristics of typhoons and storms, typhoon path and circulation in the form features proposed grading standards affect Chenzhou typhoon, typhoons and storms preliminary forecast regression equation given on this basis. The study found that high-impact period and high impact areas, typhoons and storms of Chenzhou significantly its moving path there is a pattern. Typhoon may have a significant impact on Chenzhou, combined with the local distribution of geological disasters in Chenzhou characteristics make major meteorological decisionProvides a realization of the system, the the typhoon forecasting process, warning services, at the end of the article, the system is verified in typhoon rainstorm forecast and warning services, the system has withstood the test of accurate and timely decision-making services, early warning Customer Satisfaction avoid due to typhoons and storms or heavy rain to cause Qunsiqunshang and significant property damage, and achieved good social and economic benefits. And pointed out that the system will need in-depth research and development direction.
