The Study On The Legal System Of Groundwater Resource Protection In The Northwest Area

Northwest area in the process of economic and social development is facing anincreasingly contradiction the shortage of water resource, especially the groundwaterbecause of the sweet water, abundant reserves, became the main source of watersupply for people.But the pollution and damage on the groundwater affects not only thenorthwest people’s daily production and life, influence of northwest region economy tothe sustainable development of the society, and even endanger the life and health ofpeople. This article mainly from the angle of the northwest area groundwater pollution,destruction, legal protection situation, analysis of the current legal system for theprotection of groundwater resources in the northwest problems, drawing on domesticand foreign advanced legislation, institution, and management experience, and putsforward proposals for the protection of groundwater resources, perfecting the legalsystem.The full text is divided into five sections.The first part is the introduction, the researchbackground of this article, the purpose and significance, at home and abroad of currentresearch and research methods are described. The second part of the basic concepts ofgroundwater resources, groundwater resources, the Northwest area an overview of thegroundwater resources in China and the polluted situation of the groundwater resources in theNorthwest area now are introduced to clarify the importance of the protection system of thestudy of groundwater resources. The third part is to introduce and analyze the presentsituation of the legal system in the Northwest area and in China,then analyze the reasons forthe problems of the legal system. The fourth part is to introduce China’s current legal statusand existing problems in the protection of groundwater resources, such as the legal system isimperfect, the management system is not perfect. On this basis, learn from home and abroadhave made outstanding contributions in the protection of groundwater resources, the practicesof countries and cities, such as the United States, Britain, Australia, Wen-Xing town of HunanProvince in China. The fifth part of the legal defects of the high feasibility, operational, for the Northwest regional status now, Northwest sustainable economic and social development ofthe legislative model, the recommendations of the management system and legal system forthe protection of groundwater resources in China. The sixth part is the conclusion, summarizethe research results, and looking forward to the research results into practice effect.
