On Cultural Approach Of Increasing Technology Innovation Ability

With the acceleration of economic globalization, the international competition becomes increasingly fierce, the technological competitions gradually become the important content of international competition, and the knowledge-based technology innovation ability has become a key factor in the success or failure. At present, there exist two hugeous maladies in our country technology innovation activities, such as the lack of originality and innovative achievements being difficult to spread. Our technology innovation ability wanders at a low level and is difficult to get promoted. In addition to many influence factors in technical field, there are so many cultural factors such as tech-innovation intention, ability, behavior, resources and the organization and management during the process of technology innovation. Innovation is the interaction among the factors of science, technology and society. It is in essence the cultural interaction from values to systems to actions, whereas innovative culture is not only the environment of innovation system but also the connection of innovation system elements.Therefore, by sorting out and analyzing the domestic and foreign relevant literature material, aiming at deficiencies of research in culture of technological innovation, discussing culture factors of technology innovation ability from the Perspective of the philosophy of science and technology, the author reveal the culture influence of innovation ability and seek to the culture access promoting technology innovation ability.This article first scans technology innovation abilities from the perspective of history. It confirms the analysis frame of technology innovation abilities in both levels between national innovation system and enterprise innovation activities. It also discusses the knowledge innovation contained in the technological innovation; probing into innovative culture from intangible cultural level, it is trying to construct its analysis frame in three aspects of leading ideas culture, basic system culture and instrumental action culture. Analysis the height correlation between innovation ability and innovative culture, discuss that innovative culture contribute to the ascension of innovation ability. Then, from two direction that means studding the national innovation system and enterprise innovation activities, it surveys cultural considerations of technological innovation ability in macroscopic and microscopic, points out existing the structure of triple helix contained government, industry and university, reveals the innovation culture helping to resolve the conflict among three innovation subject role and points out the causality between enterprise innovation abilities and innovative culture. Finally, the author considers that the technical innovation is the interaction process of STS, describes Innovative culture on the influence of the innovation ability, and focuses on analyzing the culture influence range factors and process. The paper constructs its innovative culture from three levels of concept culture, system culture and action culture, increase the whole social material civilization, spiritual civilization, political civilization and ecological civilization.
