The drought disaster which is a major natural disaster facinghumanity since ancient times, caused by the persistent drought; witheconomic development and population growth, emerging as a watershortage, directly led to the expansion of dry and dry regions of theheavier, drought trend has become a global concern the problem[1]; InXilinguole League frequent occurrence of the drought disaster, successiveyears of drought and even the season of drought incidence of seriousimpact on local production and ecological environment. Because MODIShas36bands and high spectral resolution, high temporal resolution, theadvantages making it better with drought-related inversion of manyparameters, including cloud, snow, surface temperature, water andvegetation information, making it so far for a wide range dry earlywarning and monitoring of the best potential data sources[2].Therefore, inthis paper uses the region has been through the Xilinguole League, applythe MODIS land surface temperature data(MOD11A2)and MODISvegetation index data(MOD13A3)during vegetation growingseason(April to October) of2009and2010year, through the droughtindex model, drought monitoring by the temperature vegetation drynessindex(TVDI), analyze the spatial variation and monthly interpersonal,inter-annual changes in the law; and drought early warning by uses thedrought indicators, for the implementation of scientific and effectivedrought mitigation measures to provide a scientific basis.Specific research content and conclusions are as follows:(1) Establish the NDVI-LST feature space using MODIS vegetationindices and surface temperature data products, then calculate the TVDIindex by using temperature vegetation dryness index model to droughtearly warning and monitoring research. (2) Obtained by the monthly changes of the drought in study area: Fromthe perspective of the drought level, from April to October with lightdrought and drought in the main area of about70%in the region. From aspatial point of view, the moist and normal areas of the study area ismainly distributed in the southwest, light dry areas are mainly distributedin the central counties, severe drought areas are mainly distributed innortheast. From the perspective of time, the drought in the year graduallyincreased beginning in July, in July, September, October2009, thedrought severe than the same period in2010.(3) Obtained by the2009-2010two years changes of the drought in studyarea: The distribution of Xilinguole League inter-annual drought levelserious drought conditions in2010, the2009drought in general. Amongthem: the drought in2009, severe-drought area accounted for43%of thetotal area of the Xilinguole League, the drought in2010, only19%of midand severe-drought area;2009light dry area accounted for38%, whilethe light dry area in2010than2009, more than8%. Drought alleviate inEast and West Sunite Banner during2009: most areas of light drought;drought in2009mainly in the dry in Abaga Banner, the2010is light anddry-based; in2009most of the region in light-drought in East and WestWuzhumuqin Banner, therefore, in mid-drought during2010; in2009ofthe Xilinhot northern region is light-drought, drought in southern Xilinhotarea in2010mainly mid-drought; Xianghuangqi, Zhengxiangbaiqi in2009mid-drought, drought in the central region in2010, the regionaldrought mitigation as normal, less in some areas of light-drought;Zhenglanqi, Taibusiqi, Duolun in2009severe-drought, drought in mostparts of the southern region suffered severe-drought, however, droughtalleviate in2010, most region in light-drought, Taibusi and Duolun inmid-drought.(4) In this paper, remote sensing technology by a large area, theadvantages of real-time monitoring, the establishment of drought earlywarning indicator system and the scientific division of the drought warning level by real-time monitoring of early warning indicators,analysis of the study area drought early warning. Early warning ofdrought, we must first recognize the impact of the extent of previousperiods of drought; followed to the deduction soil moisture drought in thenext phase of development.(5) In Xilinguole League drought early warning results shows that for thewhole region, the drought in August heavier than in June and July; inJune and July2009, less drought in the region, which XianghuangBanner’s SHI values decrease that the drought in the next phase of aheavy impact; August2009, because of the lowest SHI level in Duolunthen increased the drought. Drought warning and monitoring results aresimilar in the same period in2009, therefore, use the AVI and SHI betterable to analyze the development trend of the drought.
