In modern industry mould industry plays an important role. As a typical pattern of make-to-order, along with higher competition in the present world and greater diversity of customer requirement, project management of mould produce becomes more and more difficult. A lot of uncertainties in the actual production environment such as the project cycle, available resources and so on, which leads the plan out of control. Therefore, it is very urgent to find out a way to make the projects plan scientifically, make sure to get full use of the resource and meet the delivery date.In reality, the task have a variety of execution modes, different modes determine the resource input and task duration. Resource-constrained project scheduling problem is to optimize the scheduling of projects under the requirements of the activities with precedence relationship and the constraints of resources. However, the research papers are quite few about the project scheduling problem under uncertainty, and most of them focus on fuzzy scheduling and response scheduling. The theory of Markov decision process (MDP) is one of ways to solve the multi-projects scheduling under uncertain environment.The research achievement of this paper is described as follows:Firstly, established a mould project planning and scheduling model base on MDP theory, which including the definition of five elements:decision epoch, system status, action set, state transition probability matrix, the reward function. Secondly, presented a multiple-phase method to optimize the mould projects scheduling, which taken each task as an independent Markov decision, used dynamic programming method to solve the optimizing scheduling problem for each phase. Thirdly, used the simulation software EM-Plant to build the simulation models, verified the validity to the heuristics algorithm by compared with a lot of simulation results. Fourthly, established an evaluation index system, taken the algorithms ideas of the foreign scholars to solve this paper’s example, and compared the superiority of the two algorithms. Finally, taken the mould manufacture as background, developed a project management system, and provided an effective basis for decision support.
