| Energy is an important resource in a country. As One-time resources, crude oil takes agreat important part in today’s world energy pattern and plays a pivotal role in thedevelopment of national economy. However, with the steady increase of domestic crude oilimport volume in recent years, dependence on foreign oil increases, bulk imports of crude oilnot only brings huge transportation costs, but also exposes the safety of Chinese crude oilsupply to a grim situation. Therefore, it is essential for us to plan Chinese crude oil supplynetwork scientifically and reasonably, optimize crude oil Scheduling scheme to reduce therisk and cost of transportation, standing on the national level.This paper first analyzes the current stage of domestic and foreign crude oil supply anddemand and evaluates the Chinese crude oil supply situation; then, analyzes the mainroutes of Chinese imports of crude oil, as well as the risks of the various routes. Through abasic overview on the impact risk factors and selected two risk factors, Airline accidents andPirates Assault, to calculate the integrated risk value for each route, with the use of fuzzyProgramming algorithm.On the basis of in-depth analysis on Chinese crude oil supply network and transport risks,a mixed-integer linear programming model with comprehensive consideration oftransportation costs and transportation risks is proposed. After a reasonable selection ofnetwork nodes, the country’s crude oil supply network is optimized. Optimization results cannot only guarantee the supply of domestic crude oil, but also reduce transportation costs, andgets the self-produced crude oil into a rational allocation, providing a theoretical basis anddecision support to the actual crude oil transported. |
